GEORGE TOWN: Penang MCA Youth chief Tan Hing Teik (pic) has taken the Penang government to task for its deficit state Budget 2013.
He called on Chief Minister Lim Guan Eng to explain why the state government had failed to table a surplus Budget which would have instilled investor confidence in Penang.
