A PROPOSAL by former Penang state exco member Datuk Khor Gark Kim to develop Hong Seng Estate in Mount Erskine is facing a stumbling block.
The three members of the estate’s Board of Trustees yesterday issued a statement saying that they had nothing to do with the development proposal made by Khor.
