FLASH flood has become a norm for residents living in Jalan 19/20 in Section 19, Petaling Jaya ever since the construction project of Jalan Harapan connecting to the Sprint Highway began in 2013.

Residents expressed their frustration over the delay in finishing the project that was supposed to be completed within eight months.
