KOTA KINABALU: A simple gesture in opening a cookie wrapper and poking the straw into a water packet was good enough to make 80-year-old William Khoo smile and thank Sabah Police Commissioner Datuk Jalaluddin Abdul Rahman continuously.

“Please help me open this wrapper,” said the elderly resident of Sri Pritchard’s old folks home in Kinarut, 25km from the state capital when a team of state policemen visited the home on Monday.
