THE state government will offer scholarships worth RM20mil to school leavers through a public-private-partnership in an effort to counter the brain drain.
Chief Minister Lim Guan Eng said the scholarship effort called Penang Future Foundation (PFF) would be sponsored by the private sector and donors.
