I read the Star2 report on the behaviour of Malaysian drivers by Natalie Heng (Sept 2, How safe is our driving?).
I have few points to add. I am 65 and have been driving for more than 40 years around Kuala Lumpur and Petaling Jaya.
The slower response time to hazards by Malaysian drivers, I believe, is due to the following :
> Impatience: Every day I see drivers dangerously cut into adjacent lanes for the sake of beating a few cars in front of them.
> Driving without using common sense: Many drivers blatantly disregard traffic laws. Careless drivers tend to use any lane they like to make a turn, even if the lane is for straight-ahead traffic.
> Drivers have been allowed to get away with it: Many drivers get away with bad behaviour on the road because others allow them to.
It is a sad fact that when allowed to behave badly on the roads, rude and impatient drivers believe that they can get away with whatever they want.
This leads to dangerous situations and negligent behaviour all around, and is a sad state of affairs.
