SHANGHAI: A Chinese credit ratings agency is teaming up with an influential state-backed think tank to issue ratings of local governments, in a step towards establishing a standardised municipal bond market.
China's budget law forbids Chinese governments from borrowing directly, but localities have evaded this restriction by taking on debt through special-purpose vehicles as local government financing platforms (LGFVs).
